How to turn someone who is blocking your objectives into a center of excellence

After Louis Gutierrez, CIO Emeritus – Commonwealth of Massachusetts and CIO Emeritus Harvard-Pilgrim Healthcare, gave his presentation, "Structured for high performance" I asked him about the issue of dealing with detractors in your organization. He advised that a CIO should turn someone who is blocking your objective into a center of excellence. Seems to be a rather logical leap, so I asked him, "How do you do that?" He's got a great answer.
